In a bowl, mix mozzarella and cheddar cheese together for the filling.
Take a portion of the potato mixture, flatten into a patty, add cheese filling in the center, and seal with more potato mixture.
Form into round cakes and flatten slightly.
Heat oil in a pan over medium heat and fry the potato cakes until golden brown on both sides.
