In a large bowl, mix ground chicken, cabbage, green onions, garlic, ginger, soy sauce, sesame oil, salt, and pepper.
Place a spoonful of the filling into the center of each dumpling wrapper.
Moisten the edges with water, then fold and seal tightly.
Heat 1 tbsp of oil in a pan over medium heat. Add dumplings in a single layer and fry until golden brown on the bottom.
Pour in 1/3 cup water, cover, and steam for 5 minutes or until fully cooked.
Uncover and let the remaining water evaporate. Serve hot with dipping sauce.
