Preheat your oven to 375°F (190°C).
Spread the chili evenly in the bottom of a greased baking dish.
Place the hot dogs on top of the chili.
Unroll the crescent dough and wrap each hot dog, slightly overlapping the dough.
Brush the top with melted butter and sprinkle garlic powder, onion powder, salt, and pepper.
Bake for 20-25 minutes or until golden brown and bubbly.
Sprinkle shredded cheddar cheese over the top and bake for an additional 5 minutes until melted.
Remove from the oven, garnish with diced onions and parsley if desired, and serve hot.
