Cook pasta shells according to package instructions; drain and set aside.
In a large skillet, heat olive oil over medium heat. Add diced onion and garlic, sautéing until fragrant.
Add ground beef and cook until browned, breaking it apart with a spoon. Drain excess fat if needed.
Stir in tomato sauce, beef broth, Italian seasoning, paprika, salt, and pepper. Simmer for 10 minutes.
Reduce heat and stir in heavy cream and shredded cheddar cheese. Simmer for an additional 5 minutes.
Add cooked pasta shells to the sauce and mix until well combined.
