Steam or blanch broccoli until tender, then chop finely.
In a bowl, combine broccoli, cheddar, parmesan, breadcrumbs, eggs, garlic, salt, pepper, onion powder, and paprika.
Mix well and shape into bite-sized balls.
Roll balls in additional breadcrumbs to coat.
Heat oil in a deep skillet or fryer.
Fry balls in batches until golden brown and crispy, about 2–3 minutes each.
Drain on paper towels and serve warm.
