Preheat the oven to 350°F (175°C). Lightly grease a 9x13-inch baking pan.
In a large bowl, cream together butter and sugar until light and fluffy.
Add salt and flour, mixing until crumbly dough forms.
Press 2/3 of the dough into the prepared pan to form the crust.
Bake for 12-15 minutes, until lightly golden. Remove from oven.
In a saucepan over low heat, combine sweetened condensed milk and chocolate chips. Stir until smooth.
Remove from heat and stir in vanilla extract.
Spread raspberry jam evenly over the baked crust.
Pour chocolate mixture over the jam layer and spread evenly.
Crumble the remaining dough on top.
Bake an additional 25-30 minutes, until the topping is golden brown.
Cool completely before cutting into bars.
