Add taco seasoning and water, stir well, and simmer for 5 minutes.
Warm tortillas in a dry skillet for about 10 seconds per side.
Lay each tortilla flat and evenly distribute the beef, rice, beans, cheese, and salsa.
Fold the sides in, then roll the burrito tightly from the bottom up.
Serve immediately with sour cream, lettuce, and diced tomatoes.
