Preheat oven to 350°F.
In a mixing bowl, combine cream of mushroom soup, milk, soy sauce, and black pepper.
Stir in green beans and ⅔ cup of the crispy fried onions.
Transfer the mixture to a greased 1½-quart baking dish.
Bake uncovered for 25 minutes.
Sprinkle remaining crispy onions on top and bake for an additional 5 minutes, or until golden and bubbly.
