Cook macaroni according to package instructions. Drain and rinse under cold water until completely cool.
In a large mixing bowl, whisk together mayonnaise, vinegar, sugar, mustard, salt, pepper, and paprika until smooth.
Add cooked macaroni, bell pepper, carrots, red onion, and parsley to the bowl. Toss until everything is evenly coated.
Cover and refrigerate for at least 1 hour before serving. Stir well before serving.
