Cook the pasta according to the package instructions. Drain and set aside.
In a large skillet, heat olive oil over medium-high heat. Add the ground beef and cook until browned, breaking it apart as it cooks. Season with salt, pepper, onion powder, and garlic powder.
Reduce heat to medium. Add butter and minced garlic to the skillet and stir until the garlic is fragrant and butter is melted.
Sprinkle in Italian seasoning and mix well.
Add the cooked pasta to the skillet and toss everything together until well coated.
Garnish with chopped parsley and parmesan cheese. Serve warm.
