Preheat oven to 350°F and line two baking sheets with parchment paper.
In a large bowl, cream the butter and sugar until light and fluffy.
Add the eggs and vanilla, and beat until well combined.
Mix in the cocoa powder, flour, baking powder, baking soda, and salt until just combined.
Fold in crushed Oreos and chocolate chips.
Scoop large cookie dough balls and place on the baking sheets, spacing well apart.
Bake for 10-12 minutes or until the edges are set but centers are soft.
Cool on the pan for 5 minutes before transferring to a wire rack.
