Soak beans overnight in water. Drain and rinse.
In a large pot, boil beans with 4 cups of water and cinnamon sticks until soft, about 1 hour.
Remove cinnamon sticks. Blend beans with cooking liquid until smooth.
Return blended beans to the pot. Stir in coconut milk, evaporated milk, and condensed milk.
Add mashed sweet potato, salt, spices, and sugar. Simmer over low heat for 15–20 minutes, stirring frequently.
Stir in raisins and crushed cookies. Cook for another 5 minutes.
Serve warm or chilled. Garnish with additional crushed cookies if desired.
