In a large skillet, cook ground beef, onion, and garlic over medium heat until the meat is no longer pink; drain.
Stir in the marinara sauce, water, salt, pepper, and noodles.
Bring to a boil. Reduce heat; cover and simmer for 15-20 minutes or until noodles are tender.
Drop ricotta by spoonfuls over the top. Sprinkle with mozzarella and Parmesan.
Cover and cook for 3-5 minutes longer or until cheese is melted.
Garnish with chopped basil or parsley before serving, if desired.
