Heat olive oil in a large skillet over medium heat.
Add diced potatoes and cook, stirring occasionally, for 10-12 minutes or until golden and tender.
Push potatoes to the side and add ground beef to the skillet.
Cook the beef until browned, breaking it up with a spoon.
Add onion and bell peppers, and cook until softened.
Sprinkle with garlic powder, paprika, salt, and pepper. Mix everything together and cook for another 3-4 minutes.
Top with shredded cheese if using, cover until melted.
Garnish with fresh parsley and serve hot.
