Preheat oven to 350°F (175°C). Grease a muffin pan.
In a bowl, mix flour, sugar, baking soda, baking powder, and salt.
In another bowl, whisk eggs, milk, oil, vanilla, and vinegar.
Combine wet and dry ingredients, stirring until just mixed.
Pour batter into muffin cups, filling 3/4 full.
Bake for 15-18 minutes or until a toothpick comes out clean.
Let cool slightly before serving.
