Preheat the oven to 375°F (190°C) and spray a mini muffin pan with nonstick cooking spray.
In a medium bowl, combine the corn muffin mix, egg, milk, onion powder, garlic powder, and chili powder until well combined.
Spoon about 1 tablespoon of batter into each mini muffin cup, filling them about 2/3 full.
Press one piece of hot dog into the center of each cup.
Bake for 10-12 minutes or until golden brown and set.
Cool slightly before removing from the pan. Serve warm with ketchup or mustard.
