In a large skillet, heat olive oil over medium heat. Sauté onions and garlic until translucent.
Add ground beef and cook until browned. Season with salt, pepper, and paprika.
Stir in chopped cabbage, diced tomatoes with juice, and beef broth. Simmer for 10 minutes.
Transfer mixture to the prepared baking dish and spread evenly.
Top with shredded cheddar cheese.
Cover with foil and bake for 30 minutes. Uncover and bake an additional 10 minutes until bubbly and golden.
Let rest for 5 minutes before serving.
